UUM-PDRM COLLABORATE TO DEVELOP A SYSTEM FOR EVALUATING LEADERSHIP AND MANAGEMENT BEHAVIOR COMPETENCE

pdrm uumUUM ONLINE: The Royal Malaysian Police (PDRM) and the Research Team from Universiti Utara Malaysia (UUM) School of Business Management (SBM) are working together to assist the Human Resource Policy Division, in developing the PDRM Leadership and Management Competency Assessment System.

Prof. Dr. Haim Hilman Abdullah, the Deputy Vice-Chancellor (Research and Innovation) who is performing the duties of the Vice-Chancellor said, the idea of PDRM-UUM cooperation arose from the SBM research team's visit to PDRM, Bukit Aman on 30 September 2020, which was then reciprocated by a visit from the PDRM delegation led by YDH CP Dato' Ramli Haji Din, Managing Director, Management Department, Bukit Aman Headquarters, on 7th January 2021.

According to him, the SBM research group led by Assoc. Prof. Dr. Mohd Faizal Mohd Isa along with 11 other researchers were involved in a project to develop instruments and conduct behavioural competency assessments for strategic staffing of grades 54 (YA24), 52 (YA22), and 48 (YA48) (YA20).  

“The results of the discussion session and presentation of proposals as well as the implementation of the project held in January 2021 were agreed by the PDRM and followed by the process of evaluating the post of Assistant Commissioner of Police (ACP) to Senior Assistant Commissioner (SAC) was initiated with a series of workshops," he said while speaking at the presentation of letters of appreciation and expert recognition from the representative of the Inspector General of Police - Deputy Commissioner of Police (DCP), Dato' Sanusi Sidek, Deputy Director of Management (Human Resource Policy), Management Department, PDRM at the UUM Senate Meeting Room recently.

Among the contents covered in the workshop were evaluating, refining job descriptions, job specifications for strategic roles, building a Competency Dictionary, and developing Competency Assessment Instruments and Rubrics for the evaluation of PDRM strategic position promotions.

Furthermore, the evaluation covered nine types of competencies, namely establishing connections, cultural intelligence, leading change, authenticity, transparency, strategic vision, aura of greatness, driving direction, and presentation, to assure the validity of the assessment scoring.

Meanwhile, the Deputy Commissioner of Police (DCP), Dato' Sanusi Sidek, termed the collaboration as a Blue Ocean Strategy that would have a substantial impact on PDRM, particularly on human resource management, in his address.

"With this collaboration, many more opportunities can be mobilised between the PDRM and UUM in order to fulfil the established objectives," he added.

Dato' Sanusi Sidek also presented a sheath of Letters of Appreciation from the Inspector General of Police (IGP) to UUM and its 12 researchers during the ceremony.

Also present were the Deputy Director of Management (Services and Staffing), Management Department of Royal Malaysian Police, Deputy Commissioner of Police (DCP), Mdm. Siti Mariam Salikin, UUM Registrar Mr. Ahmad Rasidi Abdullah and Dean of SBM, Prof. Dr. Salniza Md Salleh.
